Biography

Willard, a mad scientist, is an extremely slow man. He talks slowly, moves slowly, lives his entire life slowly, and hates anything fast. Willard's resentment grew with how outpaced he was, facing rejections for both a raise (because he "worked too slow") and a track team (for "running too slow"). After deciding that the rest of the world was too fast for him, Willard invented a beam that slows down molecular movement, and in the Season 2 episode "Alex Quits", he attempted to use the ray to slow the rest of the world down so that everyone else would be slow like him. He managed to capture the spies (including Britney) with his slowness ray, but was ultimately defeated by Alex and Britney after Clover restored the others' molecular speed.

In the Season 3 episode "Escape From WOOHP Island", the spies discovered that Willard was the mastermind behind an escape attempt from WOOHP's maximum security prison island. After Britney was forced to crash land due to mechanical problems, he intended to disguise himself as Britney to kill the spies when they arrived. The criminals would then steal the WOOHP plane and escape. However, the spies accidentally unmasked him. During the fight, he showed that, despite his slowness and dislike of speed, he actually knew some very fast martial arts techniques. However, he was ultimately defeated by the real Britney.

He makes a cameo in "Evil Jerry".
