The Thief is a nameless background character used to focus attention on the spies.
In "Alex Quits" the thief's initial escape is used to introduce Alex's recent failures on missions.
In "Evil Promotion Much?" the thief is easily captured, highlighting the reason for Alexandra, Clover, and Samantha's promotion.
In "The Elevator" the thief's ambush allowed the writers a reason to write an episode that consisted of remembering previous episodes.
